Two things readily comes to mind –
1) procastination. This is the action ofdelaying or postponing something. A lot of goals are never achieved for this reason.
Benjamin Franklin onve said, “tou may delay, but time will not”.
2) progressive elaboration. This basically means start executing your plan and as more facts are gathered, you revise your plan and move on. This helps to guide against information overloading.
